Suggestions please

Hi, my little yearling shetland x falabella has really dry, flaky skin all over his body but mainly on his neck/under his mane, and in his mane. He has been clipped twice to try help with it which temporarily lowers the amount of dandruff but he’s growing in his winter coat now and it seems pretty bad again. He has a tiny tiny feed of beet pulp, stud mix and a little splash of carron oil, which he has been on for a few months now.
Does anyone have any suggestions as to if there’s anything else I can do to help him?
Oh and by the way he doesn’t have lice

Perhaps one of the Forage Plus Balancers specifically for coat and skin and covers just about everything else including for young stock , replace with a tiny amount of grass nuts or beet to mix in.
