Summer coat/malting very very oddly

My Welsh X was clipped in late November time. Full clip legs on. No issues, coat looked grand.
He was rugged through the winter (very lightly) just to keep the rain and wind off his back.
I stopped rugging him around February time on the dry days as I always try and get him a bit leaner and lighter going into summer as controlling his weight is tough, so we try and start at a good place.
We've had weeks of warm, dry weather and he is growing his summer coat through but in his dapples? The rest of his coat is still a dull, clipped coat?
He is itching his mane and tail but has always struggled with very mild sweet itch - I get on it with Carr & Day Martin Kill Itch.
He is fed Lite & Lean Balancer once a day. Soaked hay when in, muzzled when out. Stabled in the day, out at night in a good quality, lightweight fly rug.
I have NO idea what is going on as his coat just looks so poor. I've got the vet coming to look at him but thought I'd see if anyone had any ideas of what is going on? By this time last year he had a beautiful shiny summer coat and we haven't done anything differently!

I would agree with cushings test. It was my pony first sign and he was only 15 when diagnosed.
 
I also say get a Cushings test to be on the safe side - but both my boys are malting weirdly too - they've kind of lost parts of their winter coats but are still hanging onto it in some places x I put it down to the fact that the nights are still quite cold but the days are tropical and the poor sods are genuinely confused on what to do 🤣 They've had quite decent de-shed sessions and just when I think I've gotten the last of it all out -another patch pops up.....
