Summer coat problem

Our pony (Connemara x) who is quite hairy in winter has grown quite a long summer coat, almost a cross between a summer and winter coat. He lives out 24/7 and was fully clipped all winter apart from his legs and face, he was well rugged but not over rugged. Since Spring began and then changed it's mind it's like his body wasn't sure what to do He's 10 and he's never been like this before and his routine has not changed in any way.
I think I'm going to have to clip him completely including his legs, has anyone else got this problem with the awful weather we've had this year?
 
It might be nothing to worry about but it could be a sign of a hormone problem. Horses with metabolic syndrome or cushings can grow odd coats.
 
We've got a small cob and a section C who still have pretty much full coats - although they are horrid cat hairy type coats, you can see the short coat underneath but it's taking ages to come through. Even Sienna - fully clipped this winter hasn't grown a Summer coat.
