SUMMER FEED ADVISE PLEASE?

pony is now on 'summer time' - out 24/7 (in maybe a few times a week for a few hours to sleep ect) he isnt fat but fairly 'chunky' - i am trying to ride every day.
he is fed fast fibre, carrots and apples during the winter. For the first few years i didnt feed him any hard feed (ad lib hay and grass) due to him being spooky and sharp. But im afraid his hooves suffered badly - now after feeding Fast Fibre for the last year his feet have improved 100%.
my question / query is:
since living out i feel he is on the border of being too fat so have not fed him any hard feed. Every other horse i know that has 24/7 turnout has become more chilled - but he is much worse - spooking and being an ar*e!
Why is that???
Is he lacking in the mins and vits that the hard feed gives him? should i start it again?
or is it a coincedence?
Do some horses become worse with more turn out - eg become a bit more 'ferel'??
What do you think??
