surely this is common sense? *mild rant*

You are not being over-protective. My 16 year old tb is still in a HW rambo. She was a bit warm (not sweating) in the 20 degrees here yesterday. I would get rid of the LW till beginning of June 'nay cast a clout till May be out' I think is how it goes. If he feels the cold then rug him - just make sure if its HW/MW it has no neck so that he cant overheat (but that's not likely in Paisley is it!).

my yard is on top of a hill so it can be chilly even when the sun is out :(
ive ordered a lightweight turnout with a neck so hopefully he won't get so wet that he looks like a drowned rat

I found my mare, who I shipped from Cyprus in late september shed her coat in a real hurry as soon as the first warm bit of weather came along this spring. This is because when the hotter weather suddenly arrives in the already hot countries they would overheat if they didn't lose the coat quickly but over here she still lost the coat in the way she would in Cyprus at 28 + degrees sunshine. I certainly wasn't expecting a summer coat yet!

I had to make sure she was very warm and toasty over the winter or she got very tucked up and miserable and even in this weather I have her in a meduim turnout. I have another horse who has been rugged the same until this week who stayed in UK and he still has alot of his winter coat.

So it takes alot longer than you might think to aclimatise to another country.

you've paid them to look after your horse and they've failed, excuses are irrelevant. Speak to the relevant person and explain your expectations of their service

I would be very annoyed if paying for full livery to get to the yard and find my horse shivering. I'm lucky on my yard, I dont pay full I pay part so the horses are done in the am and most owners come up late afternoon/evening. If the horses have been turned out in the morning naked or in lightweights and the weather suddenly turns horrible at lunchtime or something the YO and staff will go and start fetching everything back in, starting with the thinskins and oldies (and yes it is a large yard) they obviously dont really have an obligation to do this but they do because they care about the horses. It is a very exposed yard though and even the hardiest types will come in shivering if the weather changes. I would be peed off though, I dont think you are being unreasonable at all.
