My neighbour has sports sand to which she added plastic granules. Unless it has had a really good soaking of water, it is very slippery. My girlfriend did the same to her school to stop the sand blowing away. they cannot afford to water it enough in the summer to make it good, so hers is slippery too.

Where I have my lessons they have sand covered with chopped rubber. I think it's great because no matter what time of year, it gives a nice firm yet bouncy ride, it is never slippery, it does not freeze, it does not blow away. It does not need watering. I know some rubber coverings smell horrible, whatever rubber they have, it does not smell.
 
Our arena originally was made with silica sand. This used to blow away in the summer and become very deep, and in the winter would freeze very quickly. We had it topped up with chopped rubber (quite small chunky bits) and it's brilliant. It still freezes a bit but it's usually OK for walk and trot in a severe frost, the rest of the year it's great.
 
An idea of budget would help in the decision making. Additionally what are you going to do on the surface? Some surfaces are ok to jump certain heights on but no good if you jump above that limit.
