Surgical clip regrowth

I know two horses given a close vet surgical clip to a small area on body in early and mid December.

Different vet practises, different horses but the hair has barely grown back in six weeks. Where there was an open puss filled ulcer in the middle has healed and hair has grown back. But the clipped area hasn’t grown back. Anyone know why?
 
My horse had a hock clipped for steroid injections, vet came back 2 weeks later to do the other one and you could barely tell 1st hock had been clipped it had grown back so much. However 2nd hock has not grown back at all (clipped mid December). I think his coat must still have been growing when the first hock was done so grew back quickly, second hock should grow out when his summer coat starts to come through
 
The body repairs damage, so the skin has a growth spurt to repair the damage.

Cutting the hair does not cause pain or an inflammatory response, so the hair does not get a growth boost.

I wouldn't worry, it is coat change time, the hair will get a super boost, and it will soon be gone.
 
My horse had surgery on a fetlock early September (very close vet clip). It took ages (several weeks) to grow and now it is very coarse. I'm expecting the next coat change to fix it
 
My horse has three 15cm x 10 cm surgical clips on his belly (for scanning) and they were done about 8 weeks ago and there is no growth at all.
