It's easy to diagnose via a neck x-ray that any vet can take. So you can quickly turn that suspected diagnosis into either a definite yes or no.

Chris Rea at Three Counties or Lee Paul who is an independent vet but specialist in neck and head orthopedics.
Both would be close to South Midlands.
