SWEATY unfit or hot

the last few days my horse has been getting extremely sweaty when being ridden. obviously it has been warmer however I've had to hose him down after each ride as his neck and girth+ saddle area have been very sweaty. He's got a pretty thick summer coat anyway and still has some winter coat from clip left. Is he just hot as still has a tiny bit of winter coat& and its warmer weather or is he just generally very un fit? he's worked about 5/6 times a week with combination of schooling and fast hacking.
 
I'm clipping my chap tomorrow as his coat is still ridiculously thick even though a spend a LOT of time grooming him. He runs warm anyway and this warm spell has really got to him (not enough to make him shed his excess hair unfortunately)
 
I'm debating clipping mine because he hasn't shed much hair yet and it's way too warm for all that fluff. His summer coat is starting to come through though and he goes a different colour clipped so it'll look awful though :(
