I have sold my horse with sweetitch, but if i still had her, yes it would have been on her by the end of Feb.

Ideally mine would have his on by now but really it depends on location. I can get away without for a bit longer as he lives out in an exposed windy field on the side of a valley and still has a full, very thick winter coat.
If he were stabled or in an 'average' field, or if he were clipped, he would definitely have it on by now.

my mare's still got a HW fal full-neck rug on, i reckon the little gits will struggle to munch their way through that...

There is still a bit of snow on the ground here, and a frost every night - so no, he will be able have it off for another few weeks.
