Swollen fetlock

Hello, I am new to this so please bear with me.

I just wanted to ask for some advice and find out if anyone else has every experienced an injury that my horse currently has.

I have a 15 year old cob, who eight weeks ago developed a swollen right, hind fetlock, with a marginal amount of heat, no lameness. I rested it for four weeks but it didn't go down so I called the vet.

He still wasn't lame, until he did a flex test and he gave my horse a steroid injection, prescribed box rest with a 20 minute daily walk and egg bar shoes on his hind legs.

It has now been four weeks since the injection but there appears to be no difference in the swelling, there is no heat but the swelling to me looks the same. My horse is not insured for his hind legs following an injury four years ago to his other leg and I now have a letter from my insurers excluding hind legs, the injection cost me a fortune and I am worried that it was a waste of time and money. The vet is due to come out again in a weeks time but I wondered if anyone else had experienced this before and if the remaining swelling is normal.
