Swollen legs - not stocking up

Just wondered if anyone else has experience of horses legs swelling up which is not stocking up from in the stable/lack of exercise? My horse was moved onto new, fairly lush field last weekend and began stabling at night. Field is sectioned, so is very restricted and was gradullay introduced (2hrs sat, 4 hours sunday and then on for a full day 9hrs) - his legs swelled up, with a little heat by Monday pm. Not lame. I thought it was stocking up, so started riding early before turning out for the day, but they were still very swollen and tight after riding (although only 25mins ride) and remained swollen after a day out in the field. The other horse he is turned out with is fine. I thought it may be the grass which just too good for him (my friend were warning of laminitis, even though he is a 16.2tb), so moved onto old paddock with little grass, halved his food and left out 24hrs for 2 days. Legs back to normal (relief) yesterday.

So, after riding today, I put him back out into the new 'sectioned off' (and now pretty grazed down) field section for 2 hrs this afternoon, bought him back into the stable and hind legs look like they were starting to come up a little again. I have scoured the field for ragwort and any obvious poisenous plants and cant see any. Only brambles on hedge line and a beech tree. Anyone got any ideas!?
