Swollen sheath

every winter without fail my geldings sheath swells, has done for 4 years, it doesn't go down with turn out & he has the same feed all year round with no swelling in summer, I clean it, nothing there, just swollen, I put him on pink powder last year and the swelling went down, so now I just give him a scoop a day only in winter and have no issues just wondered if anyone knew "WHY" how does pink powder stop it, even when stabled in the summer it doesn't swell it's just in winter??
 
we have a horse on the yard who has the same problem in winter. He doesn't swell in his legs, just his sheath area. His only occurs though if he stays in for a couple of days and will go down once he has had a fair bit of exercise
 
Mine is the same no swelling in his legs just his sheath yet doesn't seem to go down whilst out, strange as it doesn't affect him in summer/spring months, just as the temp drops it swells, I would of thought it would happen more in spring when the nice grass comes through but he's the opposite 😐 he can still pass urine & is more then happy in himself so not really too worried.
