Talk common sense to me - grazing!!

Hi all, hoping you can give me some impartial advice. I've got a 22 yo retired connie, he retired 18 months ago. He's always been a good doer but with exercise and stabling overnight as well as turnout in a fairly bare paddock has always been fine, never shown any lami signs. Anyway when I first retired him we stayed at the same yard but as they only allow individual turnout he seemed to be getting a bit bored so I moved him to a retirement yard where he was very happy hanging with his new buddies and out 24/7 all year round. Problem was there was so much grass he's totally exploded in size then they moved him onto even fresher grazing with lots of clover and I panicked so moved him to a track system. He's been there 3 weeks and everyday has a new bite mark, the track is not poo picked ( I was told that this was as some machine had broke but it's been 3 weeks now) and they get so much hay he's not losing any weight. I definitely don't think this is a long term place for us but finding all year 24/7 turnout without lush grass seems nearly impossible so how much of a rush would you guys be in to move him if he was yours?

Can he go back to one of the yards that he was happy on but wear a muzzle if the grazing is too lush?

I was thinking about trying to leave it till winter when the grass has died then the grazing won't be such a huge issue and I can then set the paddock up as a track going into spring so there's not too much for him, given the price of current place I could even get a companion for him then so I don't have to accommodate anyone else...

Tried the muzzle and he went nuts trying to get it off on gate, tree, water trough etc. Did get it off in the end and I worry if I plaited it into his forelock or really strapped it on he could hurt himself trying again.
