I know of a horse with really rubbish hooves, she is now pretty much retired due to injury, and the owner had had the shoes taken off about 6 months ago, she lived out all summer and was fine, however we are keeping our horses in a massive barn with lots of concrete and now she is extremely footsore she doesnt know where to put her feet. not really sure what can be done about it, im thinking hoof boots, really she needs to be able to live out but that isnt possible at the yard we are at.

What will happen if she keeps wearing more hoof down than she grows?

If she is as sore as you say then she's not likely to move round enough to wear down much hoof, but boots might be a good short term option but chances are that this horse has either an issue either with its diet or a metabolic problem, its feet are unlikely to improve until the problem is sorted. Even if it was turned out into a soft field the problem is still there it just won't be so obvious.
What is she fed?

I agree with Maggiesmum. The issue is more likely to be diet and general hoof structure related than wear.

Pottering about under their own steam a horse is extremely unlikely to wear their feet that thin. But a horse with an underlying problem can be sore - I'm thinking

Inflammation of solar corium due to diet or other issue
Thin sole (again diet and/or previous poor shoe/trim job)
Corns
Abscess
Poorly developed digital cushion
Thrush

A horse which is forced to move on a hard surface when just removed from a soft one may have an issue until the feet toughen, but I suspect the above points are more obvious candidates.

The horse should either be given turnout boots, or offered the option of rubber matting/straw or similar to stand on if they wish. Or even pea gravel.
