There are many horses for sale at the moment, with no health issues, no behavioural problems and they are not selling. I have posted elswhere about our Welsh cob xTB who had food intolerances and how long it took us to sort it out, we kept her for many years, but we had had her for a good while before her symptoms showed. We could never have sold her and she was never 'normal'. In a case like the OP's I would have PTS, with regret that the horse was in this state, but not with regret for the PTS (if that make sense)
