My boy has a temperature reading of 38.9. He has no symptoms of any illness and appears normal in every way. First time in years he has had it taken. What do you think? He is a 28 year old cob.

I'd get a Cushings test done as problems with the horse maintaining its own correct body temperature is a symptom. If you log on to talkaboutcushings.co.uk you can download a voucher to give to your vet and you get £15 off the normal lab cost of about £25. Worth doing as the statistics are against your cob. My veteran cob has just been diagnosed with Cushings at the age of 27 and he had some truly weird symptoms but never the "normal" curly coat that doesn't shed that everyone knows is Cushings. The stats show that about 80% of horses over 25 have Cushings. Scary.
