I'm a pharmacist so can tell you the reason for this - products you can buy over the counter are licensed for human use, not for use on animals. If the pharmacist sells you a product against the product licence and something happens due to use of the product, the are liable. If you chose to lie to the pharmacist about how the product is going to be used, you are liable for whatever happens.
I have no issue with being liable for what happens to my horse.
