Poor lad, he must have suffered so much.

Begs the question, what is the IQ of a person who would tether close to cliff face??

Tethering on a unstable cliff questions that the horse being grazed illegally and most likely not checked. Disgusting. Nothing wrong with correct practice of tethering which is why it won't be banned.

Tell me your idea of correct tethering then.

I can't abide the practise - it smacks of unfeeling, illegal grazing on the fringes of society - I can't count the number of horses I've had to "rescue" from being caught in chains, pegs and such - usually having the devil's own job of finding the owner too!

The only "tether" I'd contemplate is one strand of twine between a lead rope and a ring - which will break at the slightest pull back but will be sufficient to control for mucking out etc.,
 
Tether working logging horses regularly. Secure rotating head stake screwed in ground. Neck collar and headcollar attached by bale twine or thin leather just as back up should horse slip collar or collar fails still have headcollar on connected to a chain which has been fed through heavy duty hosepipe. And onto stake. This stops a tight tight restriction should leg gets wrapped. Also I have always been told to use bright hosepipe ie yellow so horse sees it. Horse should be moved 12hrly min and be placed out of wind and driving rain with access to water.

It is a practice been used for many years by many types of horse men but its incorrect practice and a media to certain horse owners that make it a hated practice. I chose to tether my horse for a summer after major fencing problems he was tethered with gypsys before me and was fine, moved him 8hrly. Would have flattened a stable if put in.
