this big issue on 'OVER BENDING'

there are so many rows on this case, what are your opinions?
i'm often confused because i see a horse ridden perfectly, with a lovely neck bend, working from behind, on the bit, sometimes people call that over-bending, but that's ridiculous, i hate extreme cases of over-bending. but from my experience, people take things to far,
but in your opinion, how bent does the neck have to be to be classed as 'over bent'
