but can i use a lite stable rug under my turnout rug on a totally outdoor WB horse when the weather is really cold??

Yes, but just make sure it doesn't peek out from under - cause it will soak up the wet like billy-o compared to the TO rug.

Another tip is the Rambo Duo liners which can be used under turnout rugs. Safer in my opinion as there are no belly straps on them which can be hazardous in the field if you have extra straps being used.

Good idea and reasonable just making sure i can get them attached to any turnout rug.
