Yes they are the Konig boots, model Sir. They have stainless steel reinforced shaft and are available in a million different foot/leg options. Amazing boots. Stocked by Dressage deluxe, classic dressage and Cool equestrian, among others.
I've got 2 pairs (1 x model Komet, the softest and 1 x model Gradgester, the medium rigid) and I now can't ride in anything else!

Not sure I would be able to persuade myself to go back to my Ariats for everyday riding after Konigs!

The ones you see are hideously expensive - however with a day of Parade Gloss and a cloth pretty much any pair of boots can be made that shiny as long as the leather is pretty rigid and you have the patience
 
Haha my long shiny high top dressage boots are requisite and cost £60 from Robinsons. Look nice and very comfortable and I love them, but what I would do for a poshy posh pair!
 
Parade Gloss is great, but never as shiny as the patent leather - I, however, don't really like the patent leather boots - think they look a bit tacky, but then I think the same about the swathes of sheepskin that a lot of horses are smothered in nowadays (whatever happened to a saddle that fits and a clean girth?!) Can never say no to a diamante browband though!

p.s. wouldn't say 'no' to a pair of non-patent Konigs though if anyone's feeling generous!!!
 
I love my Konigs, but be very careful if you have sensitive feet!
If i wear mine all day, my feet bleed as they are so hard. I wouldnt swap them for the world, but couldnt ride in them all day!
