Time penalties UA eventing

So at my last ODE they said on the loud speaker that there’s only penalties for going too fast but going to slow is fine at this level.
This was an unaffiliated ODE running alongside pony club ODE.
Is it the same for all events at this level or is it the organisers discretion?

Our RC run the brc rules, so optimum time. Anything up to 15 secs under not penalised.

Other than that 0.4 penalties for any commenced second.

How I did notice at a recent PC regional that they did not penalise for going to slow. Some riders were double the optimum time, but still 0 time penalties.

Pony club don’t do time faults in XC for 70 and 80, (unless you are 15 seconds or more under the time) but they do normal time faults at XC for 90 and above, and time faults in the SJ phase for all heights. They also have classes for non-PC members round here, so assume same rules

I think it depends on the venue. There are a few near me that don't time rounds, it's just on jumping penalties. The others tend to follow be rules on timings.

So am I right in saying if it’s PC rules then too slow is fine but it it’s ran under BE rules then to slow will be penalised?

The one I went to this weekend was alongside PC champs so would make sense that I didn’t get faults for being too slow

Interesting.... Sounds like it's a PC thing then. As per previous poster our RC run time penalties for being too slow and also for being >15s under optimum time.

Pony club definitely don't penalise too slow at 80. I competed at an event under PC rules last year on a very hot day - all fittening and conditioning had been done and while I had no concerns about his ability I was able to ride at a suitable pace and still placed top 10. I wouldn't have chased time regardless as it was a hot day but it was nice not to see seconds ticking up.

PC Champs had time faults, but smallest class is 90. It’s PC 80 and 70 no time faults for too slow. I only saw PC classes at the Champs I went to (mid-week a couple of weeks ago at Offchurch), no adult classes (altho big children in PC these days, up to maybe 25 these days I think)
