I have noticed that dogs that are housed outdoors grow an adequate coat for most weathers. The trouble is that most of our dogs live indoors, many with central heating and never grow a decent winter coat. Some of them are also bathed stripping the oils from their coats. Our house-dwelling fire-hugging lurchers do go for two or three hour walks in all weathers but they wear the equivalent of 250g rugs at the moment.

I think they're a bit like us, some feel the cold more than others. My Cyprus rescue, lots of GSD, seems utterly impervious to any weather though she was tired after being out in the snow. My previous dog, standard poodle, definitely felt the cold and loved his coat, but he also hated heat and rain. Daughter's beagle gets cold but she's lazier than my dog.
