Someone local to me has a year old rescue lab.

They wont let it off the lead when they walk it, they go out and leave it for hours on end on its own im talking 12 hours.
Then because it keeps getting out of the garden so they are tying it up outside with no shelter and leaving it in the rain.

What would you do, i know what I would like to do or say to them!!! ;)

I agree with others regarding taking it up with the rescue organisation the dog came from.

I must say though not letting a dog off lead on walks is NOT a welfare issue. If the dog has less than 100% recall it is the sensible thing to do.

Also, if you know which rescue he came from, maybe have a word with them.

This... would be gutted if one of our rescues ended up like this. I'd be being nosy and asking where they got it from then giving them a ring shortly followed by the dog warden although not sure what they will be able to do.

Not trying to start another anti RSPCA thread but no point reporting it to them. I reported a GSD that was kept in a shed for 24 hours a day and never walked but they weren't interested as it was given food and water.
As others have suggested, try to find which rescue centre it came from and inform them.
Good luck.

I would also try my damndest (sp) to find out which rescue it came from? why the hell get a rescue dog to do this with it?, if this was one of my I would be furious and would want to know ASAP. Is this close to your home, do you have a clear view of the dog?

12 hours tied up with no shelter?
