Toilet training in a flat

I have just brought home an 8wk old toy poodle and am after a bit of advice re house training as I live in a second floor flat so access outside isn't quick and she isn't vaccinated yet. We have a small communal area of grass that I can take her out onto.

I planned to take her out when she wakes, after food or play and every hour to go to the toilet but know that I'll need to learn to read her cues and I expect accidents. She will be in crate when I am unable to supervise her (cooking house work etc). I currently use just one cue word for our family dogs which is wee-weeks for toileting which I plan to contine using.

Does anyone have any top tips for this kind of set up?

And I was also thinking of getting a pen for use indoors and to just use crate as bedroom and gradually reduce the amount of pads/paper as she gains more control

I know that there are ppl who do not like dogs in flats and I am not asking bout that but purely about toilet training thanks
 
TBH yours is the only situation I would suggest using puppy pads in (i usually hate them) but if i was someone who shared your communal area of grass i would be very unhappy if you were taking a dog out there to relieve itself.
it will make the area smell of dog pee, and i feel it would be unfair to the other residents.

when she is fully vaccinated you will need to take her further afield to relieve herself to a doggy area such as park or field.

i have known people who have successfully used very large litter trays with soil/sand or even turf but i would imagine they get quite smelly too

Yeh the use of the communal area is frustrating I don't use it when our family dog comes round as she prefers to go out on walks but other people with dogs in our block use it and don't even pick up after!
