Toilet Training tips please

I am currently fostering two little podencas 11 month old pups from Spain. They arrived two nights ago. I was told that they were house trained but it appears they are not. Its years since I had to house train a puppy so would like some tips please. I cannot tell them off as they would be devastated as they are quite shy. How do I get across that I don't want them to do it in the house. I leave newspaper down which they use sometimes but not always. I keep taking them out every hour in the daytime until they pee and make a huge fuss of them when they do but it doesn't seem to make much difference.
 
Hiya it's a tricky time of year to housetrain much easier in summer when you can keep a door open, I have had winter and summer pups and deffo easier in summer ....you are right to keep popping them out look for the signs, turning and sniffing also as soon as they wake up pop them out.... straight after food pop them out.... also when they do go give a command such as wee or busy or anything of your choice, this will make it easier in future u can take them out, give this command and they will know to go to the loo. When they go outside make a huge fuss of them and try to ignore when they go inside, don't talk to them just take them straight outside, nothing aggressive at all just pick them up and take them out. Move the newspaper close to the door as well, fireworks and things can also delay house training if they are nervous, as with all training calm, consistent and reward good behaviour and you should be fine.... Keep an eye on when and how much they drink. Watch them as much as you can, any circling or sniffing the ground, two big warning signs, out they go. Newspaper is not ideal as it encourages them to go in the house, not every dog is smart enough to figure out, newspaper/no newspaper and the residual smell will encourage them to re-mark the spot.
 
I would also treat them when they pee or poo outside to reinforce the behaviour.

As there are two of them, I'd also take them out separately to prevent them getting distracted by each other and not going to the toilet.

Limit access to the garden so it is used for toileting only so the associate going outside with relieving themselves.

When pups are outside, only give them 5 mins to do their business. Any longer and they'll forget what they're out there for.

Take away water an hour before bedtime to encourage them to be dry over night. I'd avoid newspaper and puppy training pads as you want them to go to toilet outside and sometimes newspaper can encourage to go to toilet indoors.

Any accidents indoor I would just ignore them. But always keep an eye on them for tell tale signs they're going to go.
