Tokyo Teams/individual?

Just catching up with the XC and wondering why some people are competing individually rather than as part of a team?

Is it just that those countries don't have enough top riders to make up a team?

You need three riders who have qualified (and are injury free, horse has stayed sound, have owners who will agree to it etc etc) to make up a team, which is difficult for a lot of countries! There are individual and team medals, so people are also allowed to compete as an individual.
