tongue over bit

Has anyone got any suggestions to stop a horse getting his tongue over the bit? He doesnt do it all the time but its really annoying! have checked all the relevant back/poll/dental etc, nothing wrong with him! This is just a 16 year old habit that is not going to break over night...!!! sensible suggestions please!
 
I have one who does this, tried a flash and a bit with two spoon things I got from ebay. both made him so unhappy I couldnt get any sensible work from him so I have now gone back to a french link and put up with it. Having said this he was never dangerous and does have brakes it just annoyed me.
 
If the bit doesn't need to be dressage legal, a ported mouth piece could be the answer as that would give his tongue more, which would make him more comfortable.

If the bit does need to be dressage legal, a mullen mouth piece won't fall onto the tongue, if you put this with hanging cheeks / dropped cheeks / baucher cheeks that will raise the mouth piece, so giving your horse all the tongue room allowed in a dressage legal bit.
