Topline to improve condition

My lads condition dropped a few months ago so i have had vet, physio and nationalist help to get him back right which is finally happening however ive been told to build his topline now. Hes an 18 year old TB and has a touch of arthritis in his back legs. What sort of exercises would you suggest for him. Ive tried googling but it seems like they are all really strenuous and im not sure he would be able to keep his fat while building the muscle especially while headed into winter.
Any suggestions would be great. Im thinking poles? to help lift his back.

Yes, pole work, would suggest raised poles in hand at walk. Quite close together. There are various other in hand exercises and stretches you can do - as you say it is finding the right ones and hopefully for those your physio or similar can advise which suit. If you have any hills around you they are excellent for helping build up. So much can be done at walk and gradually built up. I am not an expert or have any special knowledge but this what I have done with my horse. I am sure you will get lots more helpful answers.
