Topping up Silica sand school

As the title really, we are looking to top up our sand school which is currently just silica sand. It does ride deep in the summer months when very dry but otherwise ok. It also freezes when very cold in the winter.

Any ideas or alternatives that we can use to top it up so that we ride on top a bit more as the horses do struggle a bit when it gets deep.

We don't want to have any rubber chippings or carpet on top.

Still having the same issues with my sand school getting very deep in summer and can't water and don't want rubber, heard mixed views on fibre as can bunch up, so any ideas on a low maintenance substance I can use on top of or mix with the existing sand??
