I know i have to take the trailer test to tow where the combined weight of the car and trailer is over 3500kg but what about if its under?
I've always assumed i would have to take the test regardless but i've just read this:

Now the combined weight of my horse, trailer, car and contents is just under 3500kg's so can someone please clarify what i would have to do?
I usually tow with someone who has passed before 1997 in the car and L plates but i wonder if this is unnessesary now?
Only im desperate to take out my horse tomorrow and will only have someone who has passed after 1997 following me-will this be OK?
