I suppose there around different degrees of how much an animal is affected and having a trained eye for these things a foot professionals may pick up on very small indicators of even minor laminitis. That's not to say all horses will b affected either and I would also choose soundness but I may have to consider hoof soundness verses hock soundness and pain levels. Arnold.mare was lane in hock but vet said wasntnin pain. My old tb however had low grade lami due to.metabolic issue and was in signifacnt low level but constant pain so we called it a day. If I would fix hooves later I would choose hock soundness.
