I think you're being INCREDIBLY kind to this woman and her naughty horse. It is entirely reasonable you set some ground rules though, that she rides behind and keeps up with you, not goes in front, slows you down and winds up your horses. That is simply not on.
Perhaps check she's not pumping this young horse full of cereals and sugar to make it so spooky and suggest they have a few riding lessons to improve confidence levels.
Restricting the number of times she comes out with you per week sounds perfectly reasonable to me.
