Turning a horse away due to psychological issues, thoughts please? Has anyone turned away for this reason and it’s been successful?

Some
some days wants to work, some days doesn’t. Been round in circles with vets, not lame. New saddle. Regular physio. Done everything.

Horses do have off days and get bored with different things so keep that in mind
