Turning out in over reach boots in this mud?

Always turn him out in overreach boots and, touch wood, it does seem to have stopped him treading on his own hooves and pulling shoes off. Ive noticed the last couple of weeks though that when I take the boots off the mud seems to have built up underneath, unavoidable I know. I wash and brush the hoof wall every night but I have noticed the bulbs of his heels seem quite soft and look a bit sore. Hes not lame or footsore at all though and as he is in at night they do dry off completely. Is this likely to be anything more sinister than the wet, muddy conditions and is there anything I can use to try and toughen up his heels. I pig oil his legs and tummy and they are, so far, mud free but not sure what to do for the best, if I leave the boots off he will pull shoes and he does so much damage to his hooves and becomes instantly lame!
 
I turn out in OR boots. And coat his heals in sudocreme daily. I also use baby oil. As you allready use pig oil, I would just put a good amount on the heals every few days (daily??).

Even in the summer I make sure his heals are greesed underneath his OR boots.
