Amber has the same rug and does the same and I'm sure its deliberate. It's her favourite as she can either hunker down so ears and forehead are in the neck and the body comes down to her knees or expand out into sports mode so knees, forehead and ears are free to breathe, and she can run around like a loon. Its so obvious YO has commented on it as well.I have a Ruggles one. The neck is quite generous on it, to the point my cob sometimes tucks his lugholes into the neck. It amuses me no end! Not sure it would be effective against midges, as there is still quite an opening.
