Twisted wither possibly broken in the past?

I am having a nightmare with my little TB. He has been very odd behind for 5 weeks now and I have had his back done, physio, tried a treeless saddle and I am not really getting anywhere.

Everyone who has looked at him says he has a twisted wither, if you stand behind him on a box you can see it really clearly. However, his main point of soreness is the back of his saddle which is even sensitive to touch never mind put a saddle on. I have given him 10 days without a saddle which made no difference at all, the treeless worked a treat the first time he wore it but he seems to have gone back to this strange dipping when he is ridden ever since.

I was told I would need a treeless saddle because of his wither but has anyone else had any experience of horses with a twisted wither and what sort of other saddles might suit?
 
He can't decide really, he has taken some blood as I was concerned about his kidneys (doesn't drink well, never sweats, wee a bit cloudy) but I think he thought I was mad as the horse looks fabulous! He suggested getting the physio again who is coming tonight but the whole thing is just not adding up from any direction really and people keep treating him, fitting saddles etc and to be honest it is not making any difference. :confused:
 
Did he do a good examination of the wither and back generally?

A friend had a horse whose wither was broken and the horse never really was able to come back in to work again......
