Twitchy withers?

My horse has now become very sensitive around her withers area. Doesn't like to be touched in this area and doesn't like having a saddle put on. Been doing this for the past week or so have avoided riding to see if she got any better, but hasn't. Can anyone have any advice on what to do and what it could be.
she's 11 and an irish sports horse had back done in September everything was fine then.
Saddle also just been fitted 1/2 months ago so shouldn't be a problem.

I would be contacting a physio and going from there.

Maybe the saddle is causing pressure somewhere it shouldn't
 
is the horse rugged? could be rubbing and pressing on the withers, particularly if wearing a combo rug. One of mine went quite sore last year due to her rug
 
Or is it like my horse who is being bitten by my youngster, and the mare over the fence, on his withers? His fur is quite scuffed up and he has a few scabs (just loves being scratched there). I'm trying to stop it by spraying his rug with a anti-bite spray but I'm not sure it's doing much.
 
Rugged in the day and night with neck on
No scuffs/scabs or hair loss just when touched throws her in the air as if she's in pain
