Hm. A Fell could be very nice (and give your finances chance to recover?).
I'm five eight and a bit and about thirteen stone (oops) and I ride my daughter's 14hh five year old cob: I was worried, but both vet and back lady say he's fine with me. I have long-ish legs and short-ish body. Hubby says I look too big, daughters say I look ok (hubby just said daughter starting to look too big - eek!). I find that, unless they are broad as well as deep then your legs run out of side - is very hard to use one's legs properly. I recently sat on a horse that is 16.1hh, is deep but narrow and my legs look too long, whereas a friend's 15.2hh cob fits me well.

I don't think you'll know until you go and try one or two (I like the coloured by the way, I think the bay looks smaller through the chest, also prefer the coloured's description - thnk his neck looks fine, just needs some top line work?).
You are looking for a dressage horse aren't you? I wouldn't say either of these fit the bill if you want to do affiliated. I have seen some fab welsh section d's recently but any native will do a good test if trained correctly. I love connemaras myself and perhaps one of the best horses I ever had was connie x TB
