Ugh More Saddle Questions!

I have bought a synthetic 'Thorowgood Maxam' saddle with adjustable gullet, that's actually not what it was sold as (ebay) but I like it anyway so will keep it.

Blue has been measured with a gullet gadge and should be a medium, so bought a medium gullet bar and tried the saddle on him. It fits really well, apart from his dratted withers (AGAIN). Three saddles down and still no joy!

Anyway, the saddle sits too low on his withers, so is there any chance in hell or heaven that if I buy a size smaller gullet bar it will lift the pummel off his withers, or will I just cause pressure points elsewhere? Is there anything I can do to save this situation or shall I just call it a loss, use the saddle on Mo when he's broken in, and ride blue bareback lol.
 
If it's just the wither you might be better off trying to find a second hand High Wither T4 thorowgood. Very similar to the Maxam, but the clue is in the name!
