Unaffiliated Dressage Rules

I have a query, which may be easily answered by many of you:
If a person/horse is competing in unaffiliated dressage competitions, do the british dressage rules apply, specifically with regard to prohibited substances?

Virtually every unaffiliated competition (whether Dressage or Show Jumping) is run under affiliated rules to make it easier for the organisers! However, the punishment for being caught doing something naughty is presumably not very relevant, so people may be tempted to use illegal drugs i.e. bute, for unaffiliated stuff. To be honest, have you ever seen drug tests at an unaffiliated competition?
 
Many of the ancient ponies in action at PC events all over the uK would be bored to death in fields or OTS if there wasn't bute.

It's all to do with not being caught.

Bute isn't actually a banned substance under BSJA rules anyway....but it is under FEI rules....not that many unaffiliated SJ'ing comps are run under FEI rules
