I suppose it depends on how thick the quilt or fleece in question is
I actually don't like using fleeces as under rugs. I find they have a tendancy to stretch and also they can pick up hair which can get itchy over time. So for that reason always quilt/cotton type lining.
I don't like using fleeces when they're out as they tend to stretch and slip back putting pressure on the withers. I use a lighter stable rug with one clasp at the front under his proper stable rug

i just bought a lovely under rug which is 100g for £25 . dont like using fleeces for the same reason others have stated ,they pull back and stretch and pick up all the bedding.
Fleeces are a nightmare! As someone already said they tend to stretch & slip putting pressure on withers. I have a thick horseware quilt for very cold nights but at the moment I use a thin mark Todd universal sheet. Really recommend it as it doubles up as both an extra layer & a smart rug for revelling to shows ....voila!
I wouldn't use a fleece as it slips back over the shoulders like the others have said. I use my horseware insulator as an under-rug or I have a thicker masta under-rug.
