Uneven shoulder muscle

Hi, Im new here so hello everyone and sorry if i've posted in the wrong section. I bought my daughter a pony last year and got him a brand new thorowgood synthetic saddle at the same time. It was re flocked after 6 months and now one year on it has started to twist across his back.
When looking over his back towards front end the muscle on his left shoulder looks an awful lot bigger than that in his right shoulder which would explain why the saddle sits over to the right at the back. but i'm not sure if the saddle has caused the muscles to do this or if the muscle has caused the saddle to twist.

Saddler is coming again in September. Should I be doing certain exercises to try and build up the right shoulder more ie. lungeing? or do you think re flocking will sort out the problem?

This was our pony a few years ago. Vet said it was just one of those things, but we took her to a very well respected McTimony practitioner who realigned the muscles along her back. She had three sessions, one a month, and before the third session the shoulders had evened up.

She had at some stage twisted her back (slipping in field, getting cast, etc) and the muscles had gone into spasm on one side of her pelvis. Because her quarters were lopsided she was loading the opposite shoulder in compensation, so building up the muscle.

Since then we had her checked over by him every six months.

I would definitely get her back checked out before getting saddles altered.
