This is an horrendous story. I just hope that the poor girl is able to use her hand again.

Sadly, given the story the results seem predictable. Lack of training? Bad practice? Poor supervision?

Whatever I'm sure we all wish her well.

But I've seen someone here in the UK leading a horse in a sit-in ATV (Sit-in ATVs include the Mule, Rhino, Argocat, Scot-Track, Gator, Ranger, Hiler, Goblin and other similar machines.) so it's not a one-off.
 
leading the horse while sitting in the vehicle isn't the problem (i've done it very occasionally too, i've also seen many people leading a horse while riding a bicycle, esp at 3-days!), but, while i'm very sorry for the girl, anyone who wraps a leadrope around their wrist is pretty daft imho.
there was a story last year iirc of someone in India (i think it was) who wrapped a donkey's leadrope around his neck... that one didn't end well either. :( :( :(
