Unusual rash on inside of thigh?

My horse appears to have developed a rash on the inside of one hind leg in the thigh area. Its just like flat scabs or gravelly feeling under the hair any ideas??

Been sheltering bum in a gorse bush?

Stabled no leg straps suspect now either splashed himself and it reacted or a bit of sweat rash.

its a sweat rash mine gets it scabs in the fur kind of fungal it just goes
