This happens a lot in NYC. Some buildings have "no pet" policies or "no large dog" policies, but generally people turn a blind eye, until a problem arises, such as nuisance barking. Generally the tenant will be evicted rather than the dogs seized, though I know the UK has the added issue of the DDA.
Speaking as someone who keeps two dogs in an apartment (albeit a roomy one) it can be done, but it requires the right breed choice, masses of dedication to get them out 4 x a day and extra emphasis on training them to ignore sounds in the hallway etc. While I have tremendous sympathy for the OP, I don't think Staffs or Staff crosses make a good choice for apartment living.
