This happens a lot in NYC. Some buildings have "no pet" policies or "no large dog" policies, but generally people turn a blind eye, until a problem arises, such as nuisance barking. Generally the tenant will be evicted rather than the dogs seized, though I know the UK has the added issue of the DDA.

Speaking as someone who keeps two dogs in an apartment (albeit a roomy one) it can be done, but it requires the right breed choice, masses of dedication to get them out 4 x a day and extra emphasis on training them to ignore sounds in the hallway etc. While I have tremendous sympathy for the OP, I don't think Staffs or Staff crosses make a good choice for apartment living.
 
I know I am adding to this post so thereby keeping it going...BUT
as has been stated and as far as I can make out the thread HAD to be deleted due to the fact that it was detailing what was going to be a court case.
Those that are concerned about providing information to other staffie owners, why not create a new thread that stays factual, contains no names nor emotions?

Apologies FF, misread your post, to me, the sentence ends with 'flat' so that is where I saw an emphasis, reading it back, I see the point you are trying to make.

I got this impression!, pets have always been allowed but when some cause issues and then more and more they try to deter, maybe telling people when they move in "no pets" but there is no rule as such and no grounds for eviction unless the animals cause any issues, but then if it's a banned breed, the dog is bound to be removed.
