using fly spray

my horse is scared of the fly spray
He dances around until I stop spraying it, I thought he would get used to it if I just kept doing it but he doesn't seem to be doing.
Whats the best way to desensitise them to it

Just spray it on a cloth, and wipe it on him.

put plain water in a spray and spray him with that, start just spraying the ground and area round him to get him used to the sound then move closer untill you are spraying directly THE second he stops stop spraying and make a fuss of him.. sometimes it helps if you tie a haynet near that sometimes distracts them from the spray and you
