Er no, the minute a bone or trimming is considered to be pet food it IS pet food (as opposed to human food) - not an animal by-product.
 
Isn't this story from 2004 though? At least that seems to be when BBC last updated it. In which case it doesn't seem to have made much difference during the past 6 years, since plenty of people still seem to use the butcher to get bones. :)
