Vaccinations with no passport..

Cob is on full loan and has been for 8+ years and has a missing owner. I have met the owner 2 times in this time (they don't give a ****, but refuse to sell him) and despite numerous attempts at getting the passport off him, he firstly said he would and has now magically lost it when I contacted him again last year. Despite numerous attempts at trying to contact the owner, I never get a reply and so he has simply vanished without a trace. Last time I met him was nearly 3 years ago when I had to ask to move cob to a new yard. He agreed, but I haven't seen him since and he doesn't know where he is despite me telling him the details. He said he would visit to 'look at the yard' but hey presto he didn't bother and hasn't contacted me EVER. You get my drift of how awful this owner is who when meeting him said 'I won't ever sell him. I keep all my animals till they die.' The same bloke who never asks about cob or knows anything about him.

Both the boys are due for their annual check and I am keen for cob to have his tetanus vaccination. However, without a passport am I going to be able to? The vet has never asked to see it all the time he was administering bute for his arthritis so it's never been a problem when clarifying he isn't going for human consumption! As the 'loaner' I'm not able to apply for a duplicate as I don't know any of the owners details (address etc) so I'm very much stuck.
 
One of my ponies passports is off being changed atm. The vet just said to drop it in when I get I get it back and they'll update it. Just make sure you keep copies of everything the vet gives you as proof he's had them.

Sounds like a nightmare owner, I hope you manage to get it sorted! Not really sure what to suggest, sorry!
 
I'm not sure of the legal ins and outs but perhaps the vet could give you a record of vaccination card like cats and dogs have, that way you have a record for next year and it can be kept with the passport should that ever appear
 
Could you ask the vet to scan him for a microchip and then view ned if it's still available to find out who the PIO is, then contact them for a copy of passport.

How have you travelled him to move yards, go to comps and incase of an emergency trip to the vets you could be very stuck.

Do you have a contract with the owner or would be able to find his postal address to write to him and explain you need his passport !!! Send letter signed for to ensure you know the owner has recd the letter .
 
Do you know what passport he has ie Welsh Cob/Irish Cob etc? If so just contact them and ask advice. I believe passport is not proof of ownership but by law the passport must be with the horse. Or call DEFRA and ask their advice. I assume they would probably just tell you to get another passport sorted out and go from there.

However, in the meantime, I got my new mare jabbed (although the vet does know me well and obviously trusts me) and I forgot the passport so he gave jab anyway - will update passport next time.
 
Due to passport issues with my new horse (it wasn't completely his!), I couldn't get the vaccination details put on the passport at the time, however, the vet keeps a record of vaccinations, so when he has the third one next week he'll have the previous two put on then. The details are also on my invoice.

Echo previous poster though-what have you done up to now? And I wouldn't bother with DEFRA, useless doesn't even come close! Try to contact the PIO if you can.
 
If i were in your shoes, i would call the vet out, scan for a micro chip just incase...which you can pretty much guarantee he wont have & then get the vet to fill out a new passport application form for you. You only have the owners word he has one (have you ever seen it?), he may not, the owner has done a bunk & you realistically have no chance of getting the passport either. At the end of the day he needs a passport for all the reasons everyone else has already mentioned. Probably not the correct way of doing it, but certainly the simplest & you wont be the first or last person to have done it either.
 
OP, I'm really not sure where you stand overall. Do you have a contract? I'm guessing not by the sound of the owner. If not, as an aggressive route, I would have thought you could go the abandonment way to take possession (if that is what you want and realistically it seems as if you'll be keeping him anyway) - basically what navaho said but your back will be covered by making it all more official than just getting your vet to help sort a new passport. One thing you could do is phone the BHS welfare team as they deal with passports and are likely to be more help than Defra: 02476 840517.
